（１）令和５年６月１４日、中谷総理大臣補佐官は、スポリアリッチ赤十字国際委員会（ＩＣＲＣ）総裁と面会しました。

両者は、ウクライナを始め紛争地域で活動するＩＣＲＣの人道支援の状況、及び「ビジネスと人権」の取組について意見交換を行いました。

また、両者は、今後も国際的な人権・人道問題について、日本政府とICRCとの間で緊密に協力していくことで一致しました。

（２）同日夜、中谷総理大臣補佐官は、駐日スイス大使主催のレセプションに参加しました。

本レセプションでは、ＩＣＲＣがジュネーブ・セキュリティ・セクター・ガバナンス・センター（ＤＣＡＦ）と共同で作成した、企業が地域社会の人権と尊厳を尊重し、効果的にセキュリティを管理するためのツールキット「複雑な環境下におけるセキュリティと人権の課題への取り組み」の日本語訳の公開報告がありました。

来賓挨拶において、中谷総理補佐官は、本ツールキット日本語版が紛争の影響を受けたり、情勢不安を抱えたりするような複雑な環境下で事業活動を行う日本企業の活動の道標となることへの期待を示しつつ、日本政府はこれからもＩＣＲＣ、各国政府、ステークホルダーと連携し、人権尊重の取組を進めていく旨述べました。

1.On June 14, 2023, Special Advisor NAKATANI met with Ms. Mirjana Spoljaric Egger, President of the International Committee of the Red Cross (ICRC).

They exchanged views on the status of the ICRC's humanitarian assistance activities in Ukraine and other conflict zones, as well as on "Business and Human Rights".

They also shared the intention to continue close cooperation between the Japanese government and the ICRC on international human rights and humanitarian issues.

2.On that evening, Special Advisor Nakatani attended a reception hosted by the Ambassador of Switzerland to Japan.

At this reception, the Japanese translation of the toolkit "Addressing Security and Human Rights Challengesin Complex Environments," prepared by the ICRC in partnership with the Geneva Center for Security Sector Governance (DCAF) to support companies respect the human rights and dignity of local communities and effectively manage security, was presented.

In his remarks, Special Advisor Nakatani expressed his hope that the Japanese version of the toolkit will serve as a guide for Japanese companies operating in complex environments affected by conflicts and insecurity, and stated that the Japanese government will continue to work with the ICRC, other governments, and stakeholders to promote the efforts for protecting human rights.
