令和４年３月

　中谷総理大臣補佐官は、２月２７日から３月４日の日程で、ベルギー（ブリュッセル）及びスイス（ジュネーブ）を訪問したところ、概要は以下のとおりです。

１　ベルギー訪問

（１）２月２８日、中谷総理大臣補佐官は、ベルギーを訪問し、ギルモアＥＵ人権担当特別代表及びサンニーノ欧州対外活動庁（ＥＥＡＳ）事務総長とウクライナ情勢を含む国際人権問題や「ビジネスと人権」について意見交換を行いました。

（２）また、中谷総理大臣補佐官は、ＪＥＴＲＯ事務所や日本企業から欧州における「ビジネスと人権」を巡る現状についてヒアリングを行いました。

２　スイス訪問

（１）３月２日午前、中谷総理大臣補佐官は、第４９回人権理事会ハイレベル・セグメントでステートメントを実施しました。

（２）３月１－２日、中谷総理大臣補佐官は、カフィエロ・アルゼンチン外相（人権理事会議長国）、バチェレ国連人権高等弁務官（ＯＨＣＨＲ）、グランディ国連難民高等弁務官（ＵＮＨＣＲ）、マウラー赤十字国際委員会総裁（ＩＣＲＣ）、チャパゲイン国際赤十字・赤新月社連盟（ＩＦＲＣ）事務総長とそれぞれ会談し、ウクライナ情勢を含む国際人権問題や人権分野等に関する協力について意見交換を行いました。
　また、中谷総理大臣補佐官は、カラティル米民主主義・人権担当ＮＳＣ調整官とオンラインで会談したほか、ウクライナと連帯を示すためのトラス英外相主催レセプションに参加しました。

（３）また、中谷総理大臣補佐官は、ジュネーブの国連機関で活躍する邦人職員と面会し、国連において日本の存在感を高めていく観点からの意見交換を行うとともに、日本企業から「ビジネスと人権」に関する活動についてヒアリングを行いました。

March 2022

　Special Advisor to the Prime Minister, Mr. NAKATANI Gen, visited Belgium (Brussels) and Switzerland (Geneva) from 27 February to 4 March. The overview of the visit is as follows.

1 Visit to Belgium

(1)On 28 February, Special Advisor to the Prime Minister NAKATANI visited Belgium to exchange views with EU Special Representative for Human Rights H.E. Mr. Eamon Gilmore and European External Action Service (EEAS) Secretary-General H.E. Mr. Stefano Sannino on international human rights issues, including the situation in Ukraine, and 'business and human rights'.

(2)In addition, Special Advisor to the Prime Minister NAKATANI held hearings from the JETRO office and Japanese companies on the current situation regarding 'business and human rights' in Europe.

2 Visit to Switzerland

(1)On the morning of 2 March, Special Advisor to the Prime Minister NAKATANI delivered a statement at the 49th High-level Segment of the Human Rights Council.

(2)On 1-2 March, Special Advisor to the Prime Minister NAKATANI held meetings with Argentine Foreign Minister H.E. Mr. Santiago　Andrés Cafiero (Presidency of the Human Rights Council), UN High Commissioner for Human Rights (OHCHR) H.E. Ms. Michelle Bachelet, UN High Commissioner for Refugees (UNHCR) H.E. Mr. Filippo Grandi, President of the International Committee of the Red Cross (ICRC) H.E. Mr. Peter Maurer and President of the International Federation of Red Cross and Red Crescent Societies (IFRC) H.E. Mr. Jagan Chapagain respectively to exchange views on cooperation on international human rights issues, including the situation in Ukraine.
　Special Advisor to the Prime Minister NAKATANI also exchanged views online with US NSC Coordinator for Democracy and Human Rights H.E. Ms. Shanthi Kalathil and participated in a reception hosted by the Rt Hon Elizabeth Truss MP, Secretary of State for Foreign, Commonwealth and Development Affairs, Minister for Women and Equalities of the United Kingdom to show solidarity with Ukraine.

(3)In addition, Special Advisor to the Prime Minister NAKATANI held a meeting with Japanese officials working in UN agencies in Geneva to exchange views from the perspective of enhancing Japan's presence at the UN, and interviewed Japanese companies on their activities related to 'business and human rights'.
