令和４年９月

　中谷総理大臣補佐官は、９月１９日から９月２３日の日程で、ベトナム（ハノイ）及びタイ（バンコク）を訪問したところ、概要は以下のとおりです。

１　ベトナム日程

（１）９月２０日午前、中谷総理大臣補佐官は、ズン労働・傷病兵・社会問題大臣と会談しました。
　中谷総理大臣補佐官から、９月１３日に日本政府が策定した「責任あるサプライチェーン等における人権尊重のためのガイドライン」を始めとする「ビジネスと人権」に関する日本の取組について説明し、ズン大臣からは日本の「ビジネスと人権」や人権デュー・ディリジェンス導入の取組をとても歓迎している旨の発言がありました。
　また、ズン大臣とは、本年５月の岸田総理のベトナム訪問時に両首脳間で合意し、現在準備中の、ブローカーを介さず技能実習生自らが送出機関や求人情報にアクセスできるプラットフォームも活用しつつ、問題のある慣行を抜本的に変え、技能実習生等の適切な送り出しが実現するよう日ベトナム間で緊密に連携していくことを確認しました。

（２）９月２０日午前、中谷総理大臣補佐官は、技能実習生の送出機関を視察し、関係者と意見交換するとともに、技能実習生としてこれから渡日する候補生を激励しました。

（３）９月２０日午後、中谷総理大臣補佐官は、タンロン工業団地を視察し、工業団地事業会社や進出企業幹部と意見交換を行うとともに、工業団地における日本企業の製造ラインにおける労務管理や人権尊重の取組を視察しました。また、技能実習制度を利用する企業の経営者と、制度の利点や課題も含めて、意見交換を行いました。

（４）９月２０日午後、中谷総理大臣補佐官は、ベトナム司法省関係者と面会し、ベトナムの国別行動計画（ＮＡＰ）策定状況について説明を受けるとともに、「ビジネスと人権」に関する両国の協力を一層強化していくことを確認しました。

２　タイ日程

（１）９月２２日午前、中谷総理大臣補佐官は、国連諸機関主催「国連アジア・太平洋地域　責任あるビジネスと人権フォーラム」において講演を行い、日本政府がステークホルダーの協力を得て進めている「ビジネスと人権」に関する行動計画や、９月１３日に日本政府が策定したガイドラインについて説明しました。

（２）９月２２日午後、中谷総理大臣補佐官は、ＪＥＴＲＯ主催セミナーにおいて講演を行い、海外の進出日系企業向けに９月１３日に日本政府が策定したガイドラインを紹介しました。

（３）９月２１日午後、中谷総理補佐官は、クリストフ・バウＵＮＤＰバンコク地域事務所長、ヤコ・シリエースＵＮＤＰバンコク地域事務所マネージャーを始めとするＵＮＤＰ関係者と面会し、日本、タイ、国際機関が協力して、アジア地域において企業の人権デュー・ディリジェンスを促進していくための方法について意見交換を行いました。また、ＵＮＤＰバンコク地域事務所に勤務する邦人職員と意見交換を行い、激励しました。

（４）９月２２日午前、中谷総理補佐官は、タイ法務省関係者と面会し、タイの国別行動計画（ＮＡＰ）実施状況について説明を受けるとともに、日本、タイ、国際機関が協力して、アジア地域において企業の人権デュー・ディリジェンスを促進していくための方法について意見交換を行いました。

September 2022

　Mr. NAKATANI Gen, Special Advisor to the Prime Minister, visited Viet Nam (Hanoi) and the Kingdom of Thailand (Bangkok) from September 19 to 23.

1 Viet Nam

(1) On the morning of September 20, Special Advisor to the Prime Minister NAKATANI met with Mr. Dao Ngoc Dung, Minister of Labor, Invalids and Social Affairs.
　Mr. NAKATANI explained Japan's initiatives on "Business and Human Rights," including the "Guidelines on Respecting Human Rights in Responsible Supply Chains" established by the Japanese government on September 13, and Minister Dung stated that he highly welcomed Japan's efforts to introduce "business and human rights" and human rights due diligence.
　Special Advisor NAKATANI and Minister Dung confirmed that they would also utilize the platform, which was agreed upon between the two leaders during Prime Minister KISHIDA's visit to Viet Nam in May of this year and is currently under preparation, to allow technical intern trainees to access sending organizations and job information on their own without the need for brokers.
　Both sides confirmed that they would work closely with each other to drastically change problematic practices and realize appropriate visits to Japan for technical intern trainees and others.

(2) On the morning of September 20, Special Advisor NAKATANI visited a sending organization of technical intern trainees, exchanged opinions with officials of the sending organization, and encouraged the candidates as technical intern trainees.

(3) On the afternoon of September 20, Special Advisor NAKATANI visited the Thang Long Industrial Park and exchanged views with executives of the Thang Long Industrial Park and companies operating in the industrial park. He also observed their efforts for labor management and respecting for human rights in the manufacturing lines of Japanese companies in the industrial park.
　In addition, he exchanged views with executives of companies using the Technical Intern Training Program, including the advantages and challenges of the program.

(4) On the afternoon of September 20, Special Advisor NAKATANI met with officials of the Vietnamese Ministry of Justice and was briefed on the status of the formulation of Vietnam's National Action Plan (NAP).
　Both sides affirmed their commitment to further strengthen cooperation between the two countries on "business and human rights".

2 The Kingdom of Thailand

(1) On the morning of September 22, Special Advisor NAKATANI gave a speech at the "United Nations Responsible Business and Human Rights Forum, Asia-Pacific" organized by the UN organizations.
　He gave a presentation on Japan’s National Action Plan (NAP) on Business and Human Rights that the Japanese government is promoting in cooperation with stakeholders and on the guidelines that the Japanese government established on September 13.

(2) On the afternoon of September 22, Special Advisor NAKATANI, gave a lecture at a seminar hosted by JETRO, introducing the guidelines formulated by the Japanese government on September 13 for Japanese companies operating overseas.

(3) On the afternoon of September 21, Special Advisor NAKATANI met with UNDP officials including Mr. Christophe Bahuet, Deputy Regional Director for Asia and the Pacific and Director of Bangkok Regional Hub of the UNDP, and Mr. Jaco Cilliers, Manager in Bangkok Regional Hub of the UNDP. They exchanged views on how Japan, Thailand and international organizations can work together to promote corporate human rights due diligence in the Asian region.
　Special Advisor NAKATANI also exchanged views with Japanese staff members working at the UNDP Bangkok Regional Hub and encouraged them.

(4) On the morning of September 22, Special Advisor NAKATANI met with officials of the Thai Ministry of Justice and received an explanation on the implementation of Thailand's National Action Plan (NAP). Both sides also exchanged views on how Japan, Thailand, and international organizations can cooperate to promote corporate human rights due diligence in the Asian region.
